Does the attack-boosting items run out? Or is it, once you attach it its there permanently?
Not at all. The items are to be equipped to a Pokemon for a boosted stat in a specific area, and will not run out. Once you attach it, you can always remove it from the Pokemon, and attach it to a different Pokemon.
The attack-boosting items will NOT work in online battles. It will do regular damage as if it was never equipped. They only work in CPU battles e.g. gymleaders, elite four, CPU controlled players, etc.
